A Paintsville woman was arrested on April 5 after Paintsville Police Department officers responded to a 911 complaint that she was screaming at the walls of the Highrise and had a child in her care, according to court documents.

The citation said that PPD Officers Brian Runyon and T. Ratliff responded to the call at the Highrise and found that Meagan Arrowood, 32, of Paintsville, was still acting as the 911 caller had reported, “screaming at the bare walls of the building that she was being held against her will by the F.B.I.” and that people “were violating her body.”

The officers witnessed Arrowood’s behavior and found that Arrowood also had a “small child” with her, the citation said, before notifying the Department of Social Services and having the child removed from her custody. The child was “frightened and confused,” according to the citation.

While the officers were transporting Arrowood to Mountain Comprehensive Care Center to be evaluated, the citation said, she “slipped her handcuffs from behind her to the front” and began kicking repeatedly at the cage in the cruiser. Ratliff stopped the vehicle and he and Runyon repositioned Arrowood’s handcuffs, the citation said.

During this process, however, Arrowood “scraped” Ratliff’s arm and broke the skin, causing Ratliff to bleed before also biting him on the same arm, causing more bleeding, according to the citation. After biting Ratliff, Arrowood was belted into her seat and made comments about harming Ratliff while laughing, the citation said, before spitting in Ratliff’s face and continuing to make “vulgar comments.”

Arrowood was lodged in the Big Sandy Regional Detention Center at approximately 2 p.m. on charges of third-degree criminal trespassing, third-degree criminal abuse (child 12 years of age or younger), first-degree wanton endangerment and second-degree assault on a police officer.
